Unable to assign 'Installed Base' to the users [message #401856]

If I assign 'Installed Base' responsibility to the users, they are not able to access it. I came to know that I will need to have 'CRM_HTML_Administration' responsibility assigned and I need to first add a role ' CSI_NORMAL_USER' for the user to access the 'Installed Base' responsibility. But when I click on 'CRM_HTML_Administration'->Setup:Users:Registration->User Maintenance, I see an error "You don't have sufficient privileges to view this page". How should I deal with the situation? Please help.
