From Oracle FAQ
A firewall is a computer system that sits between the Internet and a company's network. It acts as an active gateway to keep non-company entities from accessing company confidential data.
Oracle databases and systems are frequently deployed behind firewalls. To allow secure communication through these firewalls, certain ports must be opened by Firewall Administrators. For example, to allow SQL*Net traffic, you may need to open port 1521.
